Where is the project?

The project is located along County Route 539 also known as Whiting-New Egypt Road and Pinehurst Road from milepost 28.8 to milepost 30. This portion of the roadway is within the limits of Joint Base McGuire-Dix-Lakehurst in the Townships of Plumsted and Jackson.

What is the purpose of the project?

The purpose of the project is to improve roadway safety and efficiency by providing a safe and efficient Joint Base McGuire-Dix-Lakehurst crossing of County Route 539, all while reducing travel delays to all users.

Will there be any impacts to traffic during construction?

The proposed project will be constructed mostly offline allowing one lane of traffic to be maintained in each direction on the existing roadway during construction. No long term closures or detours are anticipated.

What is the Preliminary Preferred Alternative (PPA)?

The PPA selected during the concept development phase is a grade separation of County Route 539 (Whiting-New Egypt Road / Pinehurst Road) over Ridge Way (a military pathway). This design has since been further refined and the current design consists of County Route 539 being realigned and reconstructed west of the existing roadway with construction of a new overpass bridge spanning over the existing military pathway. The raising of the approach roadways in the vicinity of the bridge will be accomplished with long retaining walls on either side of the roadway. Ancillary impacts include the construction of linear stormwater basins/swales along each side of the roadway and relocation of overhead utilities from the west side of the roadway to the east side. The existing roadway will be partially converted to vegetated area with the remaining portions converted to an access roadway for private use by utility, County, and Joint Base personnel for maintenance operations.

When will construction start and how will it be funded?

Construction is anticipated to start as early as October 2026. The project will receive federal funding covering approximately 80% of the costs, with the remaining funding being matched by the County.
